Allow (optionally of course) task switching by scrolling over the active window's \
Title Bar.  The mouse's position over the Title Bar would be the equivalent of ALT \
and each wheel increment would equal pressing TAB.  When you remove the mouse from \
the Title Bar it would have the same effect as releasing the ALT button.

The main problem I see, aside from possibly breaking some HIG rule, is that sometimes \
the Title Bar is in an area that would be covered by the task switching box [TSB].  \
And sometimes the cursor is in a place where it could be covered by the TSB without \
actually leaving the Title Bar area. 

In these instances, I believe the TSB should appear as close as possible to it's \
normal position, without occupying on the same horizontal plane as the active title \
bar.
