Eh, which application is embedding katepart when this happens?

If it is konqueror, which means the read only part, this is bad -- otherwise it is \
invalid.

Anyway all KDE applications i ever used has a "Settings->Configure Shortcuts..." menu \
item. Katepart publishes the "Comment" and "Uncomment" actions there, so you should \
just change/remove the shortcuts for those actions.
