The problem seems to be:

When the config file is written, the IconText entry for a toolbar will
be omitted if the value is "IconOnly". 

So next time the application
starts it will use the default for IconText instead of "IconOnly" for that toolbar, \
so you will get the text underneath the icon instead of the icon only.

The IconText entry should only be omitted if it contains the actual default value for \
IconText.
