Do you have any stray DCOPserver processes around? You might want to log out of KDE, kill all DCOPserver processes and remove all DCOP socket files in ~/.kde and /tmp from a different virtual terminal, and restart KDE. In technical terms, ksplash is unable to register itself with the DCOP server, and the usual cause of that is stray DCOP processes from previous KDE sessions.
