At best case the application window is MDI toplevel, in SDI mode there is no main \
window.  The Server controller is simply a place holder for when no toplevel exists. 

The style guide can specify many things, but if that mode of opertion for a \
particular application causes user confution then it makes no sense.  For the past 3 \
years I've had only user complaints and lots of confusion about the old Dock+server \
controller mode.

This mode under discusion is *NOT* the default, and has to be selected by the user.  \
The default mode follows the style guide.
