The extraneous <P> is not worth worrying about.  IE also introduces it and Opera does \
not, but almost any behavior is justifiable, given that the document is invalid.  \
Block-level elements like lists are not allowed in <P>.  Mea culpa.

If the <UL> is moved outside the final <P>, Mozilla, Opera, and IE all produce a list \
of 11 elements ending with the second <LI>.  I assume KHTML would do the same, in \
which case I agree that getElementsByTagName("*") is fixed.
