part 1: adding DPMSInfo/DPMSCapable prototypes

Ok, I think I've found a solution. The first patch adds the appropriate
prototype definitions to the kdebase code which in turn requires some additions
to kde-common/acinclude.m4.in. I'll post this second part as soon as have it
doing what I want without breaking anything (currently testing on Solaris 9
which has the appropriate prorotypes in <X11/extensions/dpms.h>).
