I have the same problem in kbabel (but not in kword, which works fine for me). 
It's true the the error message is too imprecise. 
It should be something like "trying to open /xxx/xxx/xxx". 
This way, we could debug the installation. 
 
I use mandrake 9.1 + kde 3.1.3 from texi
