I also would like to map mouse buttons to actions. 
Especially I would like to switch between pointing and scrolling mode: 
 
Pointing mode is "the usual way" to use the mouse. 
In scrolling mode the mouse cursor looks e.g. like a compass, 
and the mouse movement does not move the cursor but the shown part in the current window. 
So the mouse can be used for simultanious horizontal and vertical scrolling. 
 
In control center pointing mode could get enabled and adjusted: 
Switching between pointing and scrolling mode e.g. could be done by 
3rd mouse button, 4th mouse button or Ctrl+Shift -- selected in control centre. 
 
This kind of scrolling mode is especially usefull with a mouse with more than 2 buttons and 
without a wheel.
