Your request is already in KMail (and I think in KMail 1.5 as well; a developer can confirm). 
 
1) you can already enable HTML viewing by default globally or per folder (Folder | Prefer 
HTML to plain text) 
 
2) you can disable the loading of external references in HTML messages. The option is right 
next to the Prefer HTML to plain text option in the Security tab, in KMail's configuration.
