That option is, I believe, for KMail's own composer. When it composes the 
message, it will try to use the first encoding that works to encode the whole text. If 
you have utf-8 in your list, the encoding will always succeed. 
 
The problem is only with external editors. There's no other communication 
mechanism for the external editor to tell KMail what the encoding is -- unless it 
wrote a MIME header.
