Sorry I wasn't clear on the meaning of joining/spliting paragraphs.

Let's take this sample paragraph:

This is a
multiline
paragraph.

Join lines will turn the above paragraph in this:

This is a multiline paragraph.

Split lines will turn the above line back into the original (assuming we set 
the wrap column at 10).  Another way to view this is the conversion from CR/LF 
to wrap (join lines) and conversion from wrap to CR/LF (split lines).
