Does the window get focus when you click? The idea behind click to raise is as 
follows: if the window does not have focus, clicking anywhere on the window 
just gives it focus, and does nothing to the application running in that 
window. So the first click is swallowed (as intended) by KWin, and subsequent 
clicks are directed to the application.

If the window gets focused and raised, that's all that should happen.
