Well, normally when you connect to "localhost", the target server (CUPS in
this case) detects a connection from 127.0.0.1. But in your case, it's
10.0.0.10, this is most probably to your network settings (I'm not an
expert at all). The easiest solution in your case is to let administration
access to CUPS server from 10.0.0.10. To do that, edit the file
/etc/cups/cupsd.conf, locate the "/admin" location config, this section
starts with

<Location /admin>

You should see something like "Allow From 127.0.0.1", or "Allow From @LOCAL".
Add a line with "Allow From 10.0.0.10". Save the file and restart the CUPS
server.
