The problem is still present in KDE 3.1.0. 
Moreover, Konqueror does never break a word containing the soft hyphen. 
 
Example:  
 
test­ing<p> 
long long long long long long test­ing line line line 
 
Make the konqueror windows narrower and narrower. You'll see that test­ing is either 
entirely on the second line, or entirely on the third, but never broken, as it should. 
 
The soft-hyphen also shows up funny in textarea's of forms (it is superimposed on the 
character that precedes it)
