One will be able to select a paper size and then a template?  How will that work?  Will template 
designers be able to design templates that work regardless of the paper shape?  That sounds 
cool, I suppose.  Or will one be able to select the paper size only when picking the "Start with 
an empty document" option? 
 
Anyway, I would suggest doing one of two things: 
 
A) Keep the behaviour as-is, but do not use a "hand" cursor (the hand implies that a single 
click will "take you somewhere") 
 
B) Apply the attached patch for now, and revisit the problem (perhaps consulting with the 
usability team) later, when the new functionality is added 
 
I prefer option B, especially since there are some other ways in which this dialog could be 
made more usable (or at least streamlined). 
 
[I don't think it will be too difficult to make this work in a consistent manner even with a paper 
size selection widget, but it is difficult to solve a problem that doesn't exist yet (at least without 
more information).]
