well, rather kicker was incorrect in 3.0.x (kicker was Xinerama-unaware and is fixed in 3.1.x to 
stay on one monitor) the problem is that there is no guarentee that blindly spanning the virtual 
resolution is good for anything at all (since resolutions and positioning may differ, it may result in 
a completely invisible kicker). 
 
I suppose it's possible to add an "All Screens" option though (in kcontrol only, since there's 
nowhere to drag that corresponds to "All Screens" and I don't intend to break the more-requested 
behavior of being cleanly Xinerama aware). I asked around, and nobody answered that they 
wanted it, so I didn't include it (since there's no reason to believe it will work). It requires adding 
an i18n string though, so I don't think it can be added for 3.1 at this point. 
 
The fact that extension panels don't stack properly when you have one on each monitor is a bug 
though :-) That ought to work, but doesn't. I hope to fix that at some point during 3.2
