I'm encountering the same problem. 
The box is built according to Linux from Scratch 3.3. 
KDE 3.0.3 is installed according to Beyond LFS version 20021124, except that 
BLFS talks about Qt 3.1.0, which is wrong. KDE 3.0.3 needs Qt 3.0.x. 
 
As an ordinary user I get the error "Could not start process POP3". But, 
occasionally an email is received (from a fast pop3 server). 
 
Yet, the problem does not exist when using the root account on the machine, so 
I bet it's a permissions problem.
