The question marks indicate that it's unknown whether the message is signed and/or     
encrypted. If nothing is shown this would indicate that the message is _not_ signed and _not_     
encrypted. Therefore it would be wrong to show nothing for messages of which the     
signed/encrypted state is yet unknown.    
     
Ad 1) Your assumption that replacing the question marks with empty space indicates a change     
which is none is wrong since the state changes from unknown (signed?, encrypted?) to known    
(not signed, not encrypted). So there is definitely a change.     
    
Ad 2) The question marks indicate indeed a not defined status namely that the    
signed/encrypted status of the message is unknown. They don't indicate that "something [is]    
missing".     
     
I guess we have to add another FAQ.    
   
Closing because this is neither a bug nor a wish. I will replace the question marks with   
signed/encrypted icons which are superimposed with the question mark. This should make 
them less confusing.
