i noticed this in 2.x->3.0.x but it seems to have been fixed between 3.0 and  
3.1 ...  
  
the kdesktop icons flicker only twice now: once when dropping the icon, and  
once when it is finished ... still, twice it two too many times, but its  
getting better ;-)  
  
also, the network dialog doesn't take nearly as much CPU now as it doesn't  
constantly update the progress window... in fact, on my system (pii 400) it 
completely negligable now (whereas it used to take up 90%+ of CPU) 
  
this bug is nearing closure (just the two flickers of the desktop icons), so 
i'm going to lower the severity from grave to normal
