Okay, this is a tough one to explain.  

Go to www.nsf.gov.  
Page over the "News & Media" menu at the top of the page.
Then page down to the submenus like "News by Program" ... This will pop up a new \
menu. Now click to make the menu go away.
Now page over the relative area where the main menu was.  

I all the submenus popping up as if the main menu was there.  I have included a link \
to a screen shot showing this.  You can see where the mouse is and you can also see \
the one submenu is open eventhough the main one isn't.  If this is hard to \
understand, please email me back.  I have seen this before in other pages as well, \
but most of the ones I knew of no longer exist.
