OS/Compiler notes: 

Open a new document.
Create a list using the Quick Lists button 1 element long (Just the quickest way to see this bug).
Indent the LI using the tab button.
Type "foo" inside the LI tags.
Select it.
Click the H1 Button, to enclse "foo" inside H1 tags.

the word "foo" and H1 tags should have moved outside the LI tags, like this:

 	 <LI></LI> <H4>Something            </H4>
</OL>
