Ah, thanks for the screenshots, now I understand what the bug report was about.
<tab>s are definitely underlined in the current KWord (1.2-beta2 or CVS),
so this appears to be fixed.
Thanks for the report, please update to beta2 when it's out (today or tomorrow).

As an accountant, I cannot use KWord to prepare financial statements.  The desired \
effect I cannot product is to underline (single or double) from the left edge to the \
right edge of a column of numbers.  Normally,  columns are defined in the ruler, with \
the appropriate alignment for numbers, etc.  When a row needs a spanning underline, \
what if usually done is to start underline formatting, press tab, type the number, \
turn off underline formatting, and move to the next column.  Simple, effective, and \
essential.  If I have missed a straightforward alternative, I apologize.
