That is correct. The languige support for koffice is not included in the 
kde-i18n-nl package.
So you have to install it seperatly.
There is no difference between the language module of Koffice for 2.x and 
Koffice for 3.x, so you can use the old package of the Dutch language module 
safely.
You can find it for mandrake 8.0 at this server:

Sorry, can't help you with this. 
Please try to figure out whether this is a settings problem, a problem with 
your spell checker (which is either ispell or aspell, both are not of KDE) or 
a problem with the link between kde and the spellchecker.

If your problem with spellchecking turns out to be a bug in KDE, please file a 
new bug report
