key question now is about this anchor.
In fact, Konqueror *hovers* this anchor while MS IE and Mozilla display it 
"as is".
I am not sure what is specified in CSS2 for this case (if there is something 
specified) and what is expected behavior.
To my mind, Anchor is *HTML* element, it has nothing to do with formatting.
So, if you have DOM tree, and this tree has Anchor with some 'id' and no 
'href' - CSS renderer *can* apply CSS effects (properties), it is not 
prohibited. :hover is pretty valid CSS pseudo-class, so renderer in KHTML 
just applies it on first Anchor in discussed example.
May be, we should ask www-style list (and in particular, Tantek Celik) - what 
people think about this?
