Well, this is the same problem which was already reported couple of times:
*not closed Anchor tags* (<A ... ><A .... >link</A>)
Testcase follows below:
----------------
<html>
<body>
<H2>
<A name=xtocid250742><A name=2142>
<A name=2143>Understanding MIBs</A></H2>
<P>From the perspective of a network manager, network management takes \
place between two major types of systems: those in control, called \
<EM>managing systems</EM>, and those observed and controlled, called \
<EM>managed systems</EM>. The most common managing system is called a \
<EM>network management
system</EM> (NMS). Managed systems can include hosts, servers, or network
components such as routers or intelligent repeaters.</P>
<H2><A name=xtocid250744><A name=15107><A name=485>Accessing Cisco MIB \
Files<A name=2148></A></H2>
<P>You can obtain the files that describe the MIBs supported by Cisco \
products using anonymous FTP or the World Wide Web (WWW) to access Cisco \
Connection Online (CCO), formerly Cisco Information Online (CIO). </P>
<H2><A name=xtocid250745><A name=27829><A name=490>Accessing Other-Vendor \
MIB Variables Supported by Cisco<A name=2153></A></H2>
<P>Other-vendor MIBs supported on Cisco products can be retrieved from CCO \
or via anonymous FTP as described in the section "<A
href="http://www.cisco.com/univercd/cc/td/doc/product/software/ios112/mbook/mover.htm#15107">Accessing
Cisco MIB Files</A>" earlier in this chapter.</P>
<P>Cisco supports Novell's IPX (2.5), NLSP, and RIPSAP (22.0) MIBs, among
others.</P>
</body></html>
-----------------------------
I found following entry in the original HTML file
<!-- FileName = mover.fm -->
so it seems that Cisco was auto-generating HTML from FrameMaker files.
So, it can be that *all documents exported from FrameMaker to HTML* are
affected.
Cisco ddoc claims to be
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">
but of course it can't be validated by W3C validator.
I think that we need to add into "quirk" mode following hack: when parser
encounters second opening <A> tag, it should auto-close first opening <A> \
tag. Dirk, is it possible?
Mozilla survives on such broken HTML :-((
(it's unlikely that we can convinience Cisco do not use FrameMaker, or \
Adobe to make a fix for their software; it can be that FrameMaker on UNIX \
is not supported by Adobe anymore)
BTW: IMO we can merge BR 34314 and 33584
