Hi,

all you need to get your wish becoming reality is already in KMail.
1) Define a filter for outgoing messages.
2) Use filter action "pipe through" to send your message through gpg.
3) Optionally transfer this (now decrypted) message to a separate folder.

However, I think this wish is only usefull for a few people. So this 
kind of workaround might be a good solution for you as well for the 
programmers which have to fight against many, many wishes for special and 
configurable features.
Of course, if you provide a patch to make KMail behaving as described 
exactly in your wish, then I will consider to make this code going into the 
next version.
