Nonsense, kio_help is installed by kdelibs 2.2.1

The source code for kio_help is missing from 
both official release source code and from 
CVS 2.2.1 checkout. The directory structure
is in the CVS but not in the official source 
archives, but the actual files are in neither place.
khelpcenter still relies on kio_help to process help:
urls, so if it was deprecated it should be properly removed.

I have made this into a separate bug to escalate the 
severity. The entire KDE help system doesn't work,
so I suppose that is fairly serious.

This issue has been previously reported in bug #27240
but was neglected as it was thought to be distribution 
bug rather then KDE bug.
