Maybe it's a problem with the RPMs you are using. But OTOH I'm using
the SuSE 7.2 RPMs of KDE 2.2.1 without problems.
Did you really install kdebase-2.2.1? Maybe still kdebase-2.2.0 is
installed or maybe even kdebase-2.1.2 (because of the "great" Yast
Online Update which will automatically install the old kdebase-2.1.2
over a much newer kdebase if you don't deselect it manually).
Can you access the SMTP servers via 'telnet your.smtp.server 25'? If
not, then it's maybe a malconfigured firewall which is blocking the
SMTP port.
