I forgot to tell you, that this was my fault and everything's quite okay now. 
I re-installed my whole linux system, did a backup of an account's home 
directory and moved it back by hand later. This way lots of files including 
those rc-files under .kde2 got root-ownership with rights 0644 and so the 
user could use them, but options couldn't be saved. No "one" ever told me 
about these circumstances and everything did his job, except this behaviour 
described before.
