Many icons were made in open source manner. There were rounds of 
improvements, the upgrading was often done by other artists than the original 
one. Many (most?) icons do not have just one maker. 

I read a notice some time ago there was to be an open source like licence for 
the artwork. As far as I know it was not made. So the icons can be considered 
to be under the general license for KDE, the GPL. 

The question was asked here before, AFAICR, I was the only one who answered. 
So, the situation is, ask a question to a list that is dead, and you won't 
meet objections :-)
