I agree that we should have SVGs for all new icons _if_possible_.  Here, 
I did want to add my $0.02.  I have made icons which are derivatives of 
icons that don't have SVGs.  So, here it isn't possible to provide SVGs.

Specifically, I did HiColor:

	show_side_panel
	view_fit_height
	view_fit_width
	view_fit_window

And I did not supply SVGs.  The "view_fit_*" icons are derived from 
"empty" and there is no HiColor SVG or other source.  So, I can't make 
SVGs.  The first one (show_side_panel) also derived, but I think that I 
can make an SVG of it.  So, this is the situation with Crystal as well. 
  There are derivative works from icons where there isn't an SVG and so 
they don't have SVGs.  So, I suggest that we add the "if possible" to 
the policy.

Note that in Crystal, there is an SVG for "empty" so I have made SVGs 
for the "view_fit_*" icons.
