No, when he chose LGPL, you and I have to stick to the license, not him.

Which prohibits anyone from distributing the icons under the LGPL unless they 
have obtained the sources. However, the author can still grant a LGPL 
license.

It is an issue only so far as the icons being unusable in KDE packages or by 
operating systems (unless the author grants a different license also or 
provides sources to go with them)

It is perfectly possible to license a work under the GPL or LGPL, but not 
publish the source yourself. In doing so, anyone who wishes to redistribute 
under those licenses would be required to obtain (legitimately) the source to 
distribute with the work. This could be either directly from the author or 
from someone else who has obtained the sources legitimately and has the 
license to redistribute them (which they would, under both GPL and LGPL)
