At ACM conferences, there are papers that are presented and *additional* 
papers which are not presented.  That is because there are more papers 
submitted than there is time available for presentations.  The best ones 
are accepted for oral presentation if the writer wants to make an oral 
presentation and some of those that are not selected for oral 
presentation are included in the proceedings of the conference.
