I don't really care either way on the issue in hand, but for MOST people, nobody will know the difference whether something is included in kdebase or kdeartwork. Most distros install kdeartwork by default, and so anything that is included in kdeartwork will look like it's one of the base artwork of KDE. Even then, for people who know the difference between kdeartwork and kdebase, the way most distros ship binary packages, they won't be able to install parts of kdeartwork that they like. This is particularily burdensome, since one of the most popular styles: plastik, is included in kdeartwork.
