A big AFAIK on this:
KDE got ksvg which renders SVG files(it's in kdegraphics). KDE can handle 
real svg icon themes but it's not fast, but buggy. (sorry if I squished 
someone there..)
SVG icons is of course the way to go and that's one of the reasons to why some 
of us frantically pushes for SVG files being submitted. For every SVG getting 
committed we get one step closer at having a testbed for ksvg and more demand 
on a functioning svg icon loader. Currently it is a little bit of a 
chicken&egg problem - no svgs, and no renderer(in broad terms). When one of 
them arrives, the other will follow and I think it's easier if the svgs comes 
first.

Anyway, what's going on in this area is quite vague and the question will 
appear again and again, we need to clarify and document.
Perhaps a informative wiki page which:

* Clarifies the technical parts and their status - What does work and what 
does not?(slow, buggy, specific problems) How does one help fixing?
* How to enable svg rendering, I think it's basically about hacking the 
index.theme 
file.

When we got that more people can help/test - file bug reports, ventilate the 
problem.

I think talking to Rob Buis <buis@kde.org> will please the most questions.

I got it on my TODO, but I guess I will get to that in about 3-5 years..
