Hi all!

I have a question about the 48 x 48 icons. "In the old days" they were 44 x 44 
icons with a 2 pixel transparent border. This rule seems to have been 
dropped. Is this true?

For instance the 48 kfouleggicon that was sent in does not have this border. 
It is also important for the svg rendering script.
