IIRC, take a look at:
http://webcvs.kde.org/cgi-bin/cvsweb.cgi/kdelibs/pics/hicolor/

Look for the COPYING  file. Basically it says you are free to use them. 
Take care, this is for these ones, as they are now. There will be changes in 
the future. (They will stay free.)
