KTorrent 3.1rc1 has been released. This is probably the last release
before the final 3.1. It contains several bugfixes and we have added
also some new features and improvements :

- A recommended settings dialog to calculate the best download and
upload settings
- The UPnP plugin has been revamped, the UPnP widget has been moved
from the settings dialog to the bottom tab bar
- The bandwidth scheduler has been improved : items can now be added
to multiple days in one go, they can be dragged around on the
scheduler and they can be resized (using the mouse)
