Hi,
Plasma Active is a fully open source project, so you can just use it and 
modify it as your needs as long the terms of the license of the various 
software components is followed.

Right now as everything is getting ported to the new Qt5 based KDE frameworks 
we aren't doing new releases of the Mer based operating system, but all is 
still there and can be used on top of both Mer and other Linux distributions
