The summary says it all really.

If I have desktop effects turned on (even if I have every individual effect
turned off), the panel and the launcher appear behind whatever window \
currently has focus (even if it's the desktop). It does this whether I use \
openGL or xrender, native or raster, opelgl es or not, vsync or not. The \
only part that appears above the current window is the window thumbnails in \
the application switcher.

Reproducible: Always

Steps to Reproduce:
1. Boot into KDE (desktop effects are enabled by default)
2. Open a konsole window.
3. Kill plasma desktop & run plasma-device
4. Pull down panel to see application launcher
Actual Results:  
Panel and application launcher (in fact the entire peek and launch \
thinggie) appear behind whatever window is active, maxiimized or not.

Expected Results:  
Peek and launch appears over the top of all windows, and is visible.

Dell Latitude XT (1)

Graphics card:
01:05.0 VGA compatible controller: Advanced Micro Devices [AMD] nee ATI \
RS600 [Radeon Xpress 1250]

OS:|
Chakra, 64 bit. Packages built with CCR.
