per-language packages with the addition of extragear (or at least plasma-
mobile) is probably enough. i see italian is a 3.1 MB package (minus 
extragear, as you note) and that is not too much to ask someone to install / 
download to get native language translation.

(we'll probably need to ship translations for all available languages to a 
first run installer .. but that's an edge case)
