Sorry. :)

The plasma-device-appletsrc is created on first run and then saved. The 
default layout is determined by a template shipped with the plasma-mobile 
sources. You can install a plasma-device-appletsrc just like any normal 
configuration file, and it will be respected then, so it's optional.
