When I place a resource box or widget so that its bottom line is at the
lowermost position still visible, the activity becomes scrollable anyway, even
though there is nothing to scroll to.

Reproducible: Always

Steps to Reproduce:
1. Add a resource or widget to an activity
2. Move it down so that it's just still fully visible
3. Swipe up on the activity screen

Actual Results:  
Activity screen scrolls

Expected Results:  
It should not scroll because there is nothing beyond the visible area

This may have been caused by the fix for Bug 282837
