One proposal

IIRC, PA1 was considered a technical preview. Can the recommendations
now be considered (and publicized) as TP?

Reasons:
- a small number of apps support resource events (currently only web
browser and image viewver - when it works)
- no geolocation stuff yet
- only 3 recommendation engines. one of them real, two created as a test plugins
- possibility of 'forgetting' the previous recorded events on updates
in PA3 due to previously discussed changes
