Hardly, the only ways a window that denies to accept focus could gain
focus nevertheless are
a) the WM is broken
b) the client takes focus itself

@Marco

Please try:
- whether the window still gains focus if you explicitly
forbid it using the rules
- whether the window can take the focus w/o any WM running at all
  ("kquitapp kwin")

Since KWin doesn't process TouchEvent's at all (i even don't know
whether X11 knows such... ;-) I agree with Martin and doubt it's
related.
My wild guess is that it ultimately derives from Qt Mobile's
"scroll_is_pan" feature (ie. that you can drag around a QScrollArea)
