Active, colored status for the arrow on the recommendation overlay when new
recommendations are loaded; after reading/opening the recommendation overlay,
the arrow goes back to normal 

Reproducible: Always

Steps to Reproduce:
- wait in the activity screen for new recommendations 
- look at the recommendation handle

Actual Results:  
- the handle blinks by changing the opacity

Expected Results:  
- it shouldnt blink or be animated; just the arrow gets a highlighting color
(no transparency, well visible color like orange)
