You have a conceptual error here.
KDE doesn't package anything, distributers do that in the so called 
distributions or other OS vendors (FreeBSD, OpenBSD...).
GOK, Gnopernicus and Mozilla are applications that doesn't have anything to do 
with KDE, the fact that they use ATK is not really important to me (the fact 
that at the end, they end up using AT-SPI is important to me).
KDE won't depend on GOK, Gnopernicus and Mozilla in any way as it doesn't 
depend on GIMP, but if you want to run it, do it.
As we will be all using AT-SPI at the end, everything will work toghether and 
very well.
Some of those applications already have a KDE counterpart, Konqueror for 
Mozilla. For GOK and Gnopernicus there's no KDE counterpart and there may be 
or not in the future (hostly, there's a lot of posibilities that there will 
be one and I like that). Per already show intrested in programming KOSK, KDE 
On Screen Reader and I'm not sure in which way gnomerpnicus work and in which 
way we're going to do it.
The question here is just depending on glib by depending and ATK. If the best 
CORBA implementation also depends on glib, there's no advantage in not using 
ATK.
Joining forces and make some cross desktop libraries would be good and I think 
that it will happen some day, by know, glib will go on being a Gnome part and 
kio part of KDE :|
