Of course it's ok, the plug in structure allows to have diferent coders and maintaners for each plug in, even, have them in diferent directories, diferent servers. Even, a vendor of a TTS could work in the plug in in another place and release it (I think he cannot release it as anything diferent that GPL anyway).
