The behaviour cannot be configured using the KControl. As KDE 3.1 is 
already in string freeze, the only option for the moment is to turn 
switching back off.

Unfortunately, I am not at all familiar with KDE internals, but maybe 
Matthias can fix this. Otherwise I will ask at kde-devel for some help.
